BEGES

French mandatory GHG emissions report required for certain organisations under environmental law.

BEGES (Bilan des Émissions de Gaz à Effet de Serre) is a French regulatory scheme defined by article L229-25 of the Environmental Code. It requires companies with more than 500 employees in mainland France, local authorities above 50,000 inhabitants and the State to publish a regular GHG emissions report.

The V5 methodology (in force since 2022) mandates Scopes 1, 2 and material Scope 3 categories, plus a transition plan with reduction targets. The report is submitted on bilans-ges.ademe.fr, on a three-year cycle for companies and four-year cycle for local authorities.
